- Ex- Director of School of Media & Journalism, DYPIU University Pune India, Associate Professor in Media and Communication

Having worked as media academician for long stint with Guru Gobind Indraprastha University, Delhi, India on various positions- Assistant Professor and Associate Professor Journalism and Mass Communication and worked as Director & Associate Professor in D Y Patil International University Pune India and media researcher my work has been focused upon various dimensions of media sector like- media technologies, social media, digital media, development news, media trainings and media literacy and global media policies. Being an active member of IAMCR for the last two years, I have also contested for Vice-Chair position in this same working group and also for Global media policy group. Being awarded for best paper on global communication policy & its relations with World economies in International CEO Congress held in Georgia in August, 2021 and also being founder chairman of Circular Global Communication Services Pvt Ltd based in India, got best emerging Marketing and PR company award by International Trade Council, USA in 2021, my strong interest and goal have been in areas of CSR communication research, global communication policy and media sector development. Media sector development indicators have been developed under the aegis of UNESCO, by IPDC, through a broad international consultation at its intergovernmental council session in 2006. A set of indicators endorsed by the council and a framework for assessing media sector development was created. MDI (media development indicators) look at all aspects of the media environment and were aimed to monitor various categories.
The current changing global digital media ecosystem calls for more discussion, research work and interactions among policy makers, audiences, and media organizations for the holistic media sector development. For this, there is a need for more media conferences and seminars to be organized involving all the stakeholders. In the current social media popularity scenario, there is a need of reshaping the broadcasting media, print media and digital media at multiple levels- local, regional, national and international- for supporting the agencies of citizens and civil society so that media sector development could be aligned with fast changing demands of audiences and supply with less conflicted messages and more organized digital media technologies-based media productions and organizations. The international conferences call for interactions among communication policy makers both at national and international levels and require more steps for the training and capacity building for practicing journalists and communication professionals. The media and communication practicing professionals and academia both should be aligned to work towards achieving common goals of media sector development and work upon minimizing the gap which is currently a big one.

Dear IAMCR member,
Over the past few years, we have carried out important work in the Media Sector Development Working Group at the International Association for Media and Communication Research (IAMCR).
These efforts have included very successful events that have brought together academics and practitioners as well as serving as a space for dialogue and encounter as well as a series of academic nd non-academic outputs.
Indeed, the working group exhibits a strong record in outputs and tangible contributions as well as providing important opportunities for junior scholars to engage with this very important subject.
During this time, it has been a privilege to contribute to this group and I plan to continue to do so with new ideas and projects, if you give the opportunity.
In this new period, my focus will be supporting those teaching media development, including securing sponsorship to produce massive open online course and materials so that scholars can use them in their classes.
I also seek to extend the existing networks to foster international exchanges and cooperation and, intensifying efforts as to include more people from NGOs and from the Third Sector so they can know about and access the work of academics, therefore enhancing the impact of their research. In this sense, in a project led by Professor Winston Mano and Dr Susan Abbott, we are working in establishing a new journal that brings together the work of scholars and practitioners.
In relation to this collaboration between scholars and practitioners, it is imperative that we strengthen networks that make available funding opportunities for projects in this area by combining efforts and coordinating agendas.
I also believe that it is important to enhance the communication between North and South scholars, hosting events that improve cooperation and exchanges but highlighting potential collaborative agendas.
One of the flag initiatives I intend to secure is a mentorship program that supports junior scholars in pursuing research in this field while creating a specific forum for PhD candidates.
I am originally from Venezuela and over the years I have worked as an academic in a series of institutions both in Europe and the Middle East. Before that, I was a journalist who reported for news media outlets in South America and the United States. I also advised and assisted in the creation and improvement of a series local-media initiative in the Global South while focusing my research agenda on issues relating to the intersection between media, development, and poverty. This combined experience facilitated my engagement with a variety of people and cultures, from which I acquire a better of the complexities in this field.
Overall, I believe that a new and final term will allow me to complete what we started for the benefit of our whole IAMCR community and this group.
Yours sincerely,
Jairo Lugo-Ocando, PhD
